The Planning and Project Controls Engineer will be responsible for the development of the project control systems, organizing the cost controls, scheduling, information systems and document control processes into an integral system. Other responsibilities include: • Develop with the contractor the Master Project Schedule incorporating milestone dates. • Review, analyze and comment on all Contractor program updates. Incorporate updates into the Master Program. • Develop a contractor submittal schedule including PO release, manufacturing time line, shipping and delivery to site. Coordinate this schedule with the activities per the Master Schedule. • Report on project activities and mitigation strategies in the event of a deviation. • Review contractors mitigation measures and insure compliance with schedule and milestone dates. • Analyze project progress trends, resource levels and productivity monitoring. Report to management on potential impacts to schedule to allow corrective measures to be taken in a timely manner to minimize impacts to project. • Identify long lead items; monitor progress throughout the procurement period. • Prepare monthly progress reports on all long lead items. This person will be responsible for the construction site control systems and the day to day supervision of the construction works according to the contract requirements. Specific responsibilities will include: • Monitor the performance of the Sr. Engineers during the construction phase, in terms of the timelines and quality of responses to material and sample submittals and RFI’s requests. Report on any potential delays or cost impacts. • Manage the RFI response process. • Manage the Contractor submittal response process. • Manage the QA/QC procedures and insure the contractor’s compliance with the QA/QC procedures at all times. Advise CM to issue notice of Non-compliance. • Maintain the Submittal Logs, RFI Logs and testing logs. • Manage the Health and Safety program and insure the contractor’s compliance at all times. Advice CM to issue notice of Non-compliance. • Issue all revised drawings and sketches to the Contractor and maintain with the Control Engineer a Matrix of all revisions by discipline and sheet. • Maintain full site records, daily contractor manpower reports, site activity reports and progress photographs. • Review and recommend on contractor pay applications. • Assist the CM in the assessment of contractor’s claims for time and cost. • Supervise all elements of the contractor’s completion processes and ensure that sufficient resources are available for the tasks. • Inspect the work in accordance with the requirements of the contract documentation, including witnessing of third party tests, punch list production and punch list completion / approval. • Schedule and attend all contractor weekly meeting and sub-contractor’s meetings. • Provide value and constructability analysis advising team and Contractor on ways to improve and streamline processes to improve productivity on site. • Conduct inspections in coordination with the inspectors to determine each package completeness, quality and compliance with contract documents. • Monitor site construction progress and commissioning.
