STEP - Resident Engineer | CH2M HILL

CH2M HILL is currently seeking a Senior Resident Engineer to administer a large design and build pressurized face tunnel contract 1. Statement of Work Functions • Primary point of contact for the contractor on a large tunnel contract • Administration of the contract in accordance with the contract conditions • Oversight of the safety of assigned staff • Management of assigned staff and allocation of resources to meet project demands • Reporting to the Construction Manager (CM) on the progress of the contract • Liaison with third parties • Performance of all duties in a manner that promotes progress of the work and represent CH2M Hill in a professional and appropriate manner 2. Work Activities The RE will be required to: • Monitor the contractor’s compliance with safety and environmental requirements • Manage meetings with the contractor and prepare minutes • Manage correspondence and issue letters to the contractor • Review and distribute contractor submittals and coordinate responses • Review and distribute RFI’s and coordinate responses • Review, negotiate and approve (subject to further approvals by CM) monthly payment requests • Manage change issues, maintain an issues log, prepare field instructions and variation orders as appropriate • Make frequent inspections of work areas • Monitor compliance with quality requirements • Involve other programme management staff as and where appropriate • Manage third party issues such as conflicts with other construction operations in the area and liaise with Abu Dhabi authorities and utility companies on monitoring of structures, buildings and services belonging to those entities • Receive enquiries from members of the public seeking information, and direct those enquiries to the Employer’s media office for a response • Ensure that no one on the field staff disseminates information to the public or media • Manage field staff assigned to the project • Maintain all site records, e.g. inspector’s daily reports, site photo, records, etc • Maintain all site records on potential or notified claims and act as primary source of information for the disputes adjudication board (DAB) • Prepare daily/weekly/monthly reports as required • Witness tests on completion • Mentor junior staff including secondees from Employer’s organizationBasic Qualifications The ideal candidate has worked in the capacity of construction manager or resident engineer for a consulting engineer or as a project manager for a contractor on large tunnelling programmes involving pressurized face TBMs. • Education: Bachelor’s degree in civil engineering or structural engineering preferred – mining degrees considered; Masters degree in a related field an advantage. Prefer Chartered Engineer (UK), PE (USA) or equivalent professional qualification/membership. • General Experience: Minimum 15 years related experience in underground construction works, with particular experience in TBM tunnelling, both large diameter and microtunnelling. Minimum 5 years experience as lead manager on tunneling contracts. • Specific Experience Desired: - Demonstrated success in managing large underground contracts. - Specific experience of working with pressurized face TBMs on soft ground tunneling works. - Good general heavy civil engineering experience. - Some tunnel design experience preferred. - Experience of administering design/build contracts using FIDIC Conditions of Contract. - Good commercial knowledge of underground works. - Computer literate – proficient in MS Office, Primavera P6 or MS Project, project management software such as Expedition, PCM, or Documentum eRoom. - Articulate and can present clearly and professionally to experts in underground works and novices alike. - Competent at writing letters and reports – can present views clearly and concisely in good written English. - Culturally aware - used to handling a multi-cultural, multi-religious staff.
